Head of Logistic Unit
To deliver timely, effective and accountable logistics support to SCA fields teams by coordinating effective fleet, asset and supply management, and overseeing the movement of goods and personnel.
The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods, and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is over 6,000. During the last 10 years, SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. - Determine monthly supply needs for the logistics department and work with procurement to purchase goods such as fuel and spare parts
- Plan for movement of commodities and develop logistical networks from point of dispatch to arrival at final destination and monitoring the volume of materials transported from the central Warehouse to the different field sites and informs stock position and assesses cargo condition;
- Develop, establish and implement long term strategies for professional and cost-effective supply chain management in the areas of planning, fleet management, warehousing, stock management and asset management, in line with SCA policies and regulations
- Ensure monthly reporting systems are implemented in all programmes in line with financial control mechanisms for stock, vehicle and assets. Review the monthly logistics reports and advise Heads of Offices where there are irregularities or areas of concern that need follow up.
- Ensuring proper safety, security and handling of SCA vehicle fleets, assets and other properties to the best interest of the organization resources utilisation priorities; met and delivered in according with timescale set and agreed with programme staff and SCA systems, policies, and procedures
- Directly lead, manage and motivate the Fleet officer and Warehouse officer ensuring they have clear work plans and objectives and receive regular supervision and reviews, and build up their capacity through the use of effective training, performance management frameworks and development plan
- Ensure effective stock management and administration systems, thoroughly monitoring stock levels and advising on appropriate stocking and replenishment in line with programme consumption, and movement are reconciled with project distributions
- Ensure existence of up-to-date data on all SCA property and stocks both in the field offices and in KMO with complete data required
- Ensure proper security and custodianship of all properties owned by SCA and other leased or items borrowed from agencies if any
- Ensure regular physical inventory of assets, reconciliation with records and reports same management
- Ensure adequate insurance coverage of all property and also make sure that accidents and insurance claims are properly handled; insurance benefits are properly negotiated to the benefits of SCA
- Ensure availability of repair and maintenance of all property including regular servicing of equipment, machineries, vehicles etc according to the need
- Responsibility for monitoring repair and maintenance and ensuring vehicle fleet management complies with SCA’s standards through appropriate allocation, safe use of vehicle and that maintenance schedule are adhered to throughout the programme
- Control appropriate use of fuel and oil and keep records of the same including miles reading and so. Ensure regular use of log books
- Work with programme staff on planning for new office location including all needed supplies and equipment for proper vehicle maintenance and storage needs
- Provide consistent communication and support to all field location when planning vehicle maintenance and movements, storage, and transportation needs
- Work with various transporters on solidifying Memorandum of Understanding (MoU) to expand working relationships in addition to planning charters and truck movements with both effectiveness and efficiency in mind
- Lead regular meeting with logistics team while receiving and assessing field office needs
- Preparing a monthly ‘Logistics Reports’ for the administration director, detailing all logistical activities including vehicle performance & fuel, stock reporting, assets register updates, staff issues, and other relevant information
- Daily warehouse transaction and goods movement updates and reports to the Administration Director and other departments as needed
- University graduate with BBA or BA or similar field, Master preferred
- 5-7 years relevant work experience within international development, with NGOs, UN agencies or similar organization
- Experience in the Rights-Based Approach to development
- Demonstrated team-building capabilities and strong organisational, interpersonal, communication and negotiation skills
- Proven ability to prioritise, delegate, handle multiple tasks and meet deadlines Ability to take initiatives, innovate and pursue work proactively
- Ability to analyse information, evaluate options and to think and plan strategically
- Experience of planning, reporting and budgeting
- Gender and cultural sensitivity required
- Excellent command of spoken and written English and Dari/Pashto
- Computer skill at operator level, especially with MS Office packages.
- Ability and willingness to travel to the project sites within Afghanistan and adjust to
- SCA environment.
