SCA Background:
The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programme concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:
The Logistic Assistant is based at one of the Regional Management Offices of SCA. S/he procures demanded and approved material and goods for the Regional Management Offices and the projects. S/he will be required to be updated on available procurement possibilities in the region of the RMO and make wise decision to obtain goods to a good price with a good quality. This requires a good liaison with the project units of the RMO.
The Logistic Assistant reports to the Logistic Officer of the Admin Unit of the RMO.
Qualifications & Job Requirements:
Bachler Degree
At least 2 or 3 years in a similar position, preferably with an NGO
Fluent in Dari, Pashto, written and spoken, basic English is an advantage
Honest, active, and well mannered
Punctual
Ready to work, live and travel in an intricate and strenuous environment
Being an Afghan citizen
Main Responsibilities:
Act according to the policy and regulations of SCA
Keep updated with issues related to SCA and the environment where SCA operates
Promote an attitude of team spirit and a strong focus on quality
Develop good co-operation with SCA units, authorities, institutions, and other NGOs
Do related job as delegated by the Logistic Officer
To keep updated on the development of wholesalers and material of the local market
To ensure timely procurement of demanded approved goods
To ensure best quality of goods and when needed negotiate for additional service and installation of procured material/equipment
To ensure transparent obtaining of quoted prices
To ensure proper handling of goods from time of purchase to site/field/construction project
To report immediately to the Logistic Officer or RMO Admin Manager any market supplier who offer unfair soliciting of contracts (kickbacks, bribes, gifts, etc.)
To assist the Logistic Officer in upholding regulations of procurement and financial regulations
